On September 4, 2025, the City of Kingman issued a Request for Proposal (RFP) seeking qualified consultants to conduct a Historic Properties Inventory. The City received four proposals. Upon evaluation of the proposals, the evaluation committee recommends awarding the contract to Urbana Preservation & Planning, LLC in the amount of $33,000. This project is grant funded with a local match of $14,083 from the General Fund. Staff recommends approval.
Pursuant to ARS 9-500.11, before entering into a retail development tax incentive agreement, the City must find that the proposed tax incentive is anticipated to raise more revenue than the amount of the incentive within the duration of the agreement and that, in the absence of a tax incentive, the retail business facility would not locate in the City. These findings must be verified by an independent third party before the City can enter into the agreement. Included with this item are the Findings of Fact, Verification Letter and Notice of Intent to enter into a development agreement with Hobby Lobby Stores, Inc. Consideration of the Development Agreement will be on the December 2, 2025, City Council meeting agenda. Staff recommends adoption of the Notice of Intent.
As part of the FY 2024 Budget, the City Council approved the Pavement Preservation Program, a seven-year program to provide maintenance to City streets. District 4 is the next in the schedule. This project is for roughly 82 lane miles of roadway in District 4. The work will be completed utilizing One GPA Cooperative Purchasing Contract and is expected to begin in late Spring. The total fiscal impact is $2,485,388.66, which will be paid from the Highway Users Revenue Fund (HURF). Staff recommends approval.
Two 60-inch stormwater culverts discharge runoff into the Mohave Wash. Recently, a fire caused by transients camping in the area ignited the plastic storm drain, resulting in significant damage to approximately 80 feet of pipe. The proposed work includes removal and replacement of the burned and collapsed storm drain sections. Additionally, a trash rack will be installed at the discharge point to prevent unauthorized entry and reduce the risk of future damage. The work will be completed utilizing the City of Kingman Job Order Contract ENG21-0084. The project cost is $102,211.00, but was not included in the adopted budget and constitutes an emergency repair. To accommodate this unplanned expenditure, funding will be reallocated from the Harrod Avenue Basin Improvements Project to the Stormwater Fund. Staff recommends approval.
This proposal covers 8,200 square feet of asphalt repairs, supplementing the more than 9,000 square feet of patching already completed by city crews and contracted teams since July 1st of Fiscal Year 2026. To date, over 600 asphalt patches have been completed, with approximately 77% performed by city forces. The attached proposal includes sufficient quantities to address all currently known patches and additional capacity for potential leaks that may occur prior to issuance of a Notice to Proceed. The attached proposal is for $249,974.90 and will be paid from the Water Capital Renewal Fund. Staff recommends approval.
